Frankly, I'm tired of hidden preferences for everyone's whim or  
whine :).  We currently use the old Internet Config download folder on  
10.4, but most other applications ignore it, so it's never been a very  
good solution.  If users want a different folder on 10.5, they should  
symlink ~/Downloads to it, since that's now the official location.
