%p should do this rather than %a.  At least that's what the drop down  
for "Authors or Editors" shows.

Have you tried inproceedings?  I don't heavily use cross-refs, but  
presumably you can create a single proceedings and cross-ref a set of  
inproceedings.  You might also explore book/inbook and incollection.

The editorial comments are more problematic.  These are akin to book  
reviews, and bibtex has never handled them well.  citeproc seems  
likely to do a good job here.  I think the best you can do is treat  
them as another inproceedings and reference the reviewed/commented on  
article manually in the title.

Hmmm, maybe that's what the 'commented' type is for, although I've  
never used it, do others?  The fields don't look hopeful.
