This was exported from the philosopher's index as an "endnote" reference, and it had the extension .ris, but when I opened it in BD, there were no references in the new database it opened. Does this look like anything BD is supposed to be able to import? (This is just one of a set of references in the file I downloaded; but they all look like this.)
