Look for the BibTeXTypesForPubMedTypes entry.

This can't be modified (unless you hack the plist in BibDesk's bundle, which
is generally a bad idea).

It looks like s/^CHAP/SER/g would do it.  You might also be able to do it
after importing, using AppleScript, since the TY field is preserved; you
could iterate all of the pubs and change their type if the TY was CHAP
(providing AS lets you change BibTeX Type?).
