That's not doable. At the point where it may detect it has missing cite keys 
it's already too late, it cannot go back in the procedure of opening the 
document (and we're not going to rewrite the whole document based architecture 
offered by the system). The data needs to be changed before it opens the new 
document. that's why we have a separate Open Using Temporary Cite Keys menu 
item. Also, opening a file is a very different action from trying to interpret 
dropped data, with lots of different requirements.

This warning window is always shown, we can't prevent it (unless we always 
prevent it, which is wrong), and moreover it tells you basically what goes 
wrong, something the error panel does not say.
