Probably. You can easily check this yourself by figuring out which is line
1369, and by replacing the double-quotes and see whether the warning goes away.

Not really. You could add a custom one-way conversion for it, but that would
give as much problems as it solves, see below.

Yes, this is done when you check the conversion option in the Files
preferences. For XeLaTeX you don't need tex conversions for accented (Unicode)
characters, at least with the proper packages IIRC. Double-quotes are not
converted by this, because that would also convert something like \", which
would be wrong and lead to invalid TeX, and because of that adding it as a
custom conversion would also be wrong.
