I don't know how well they'd work for cycling, but you could hit an Army/Navy surplus store for some NBC overshoes. They're designed to fit right over combat boots, so any shoe you have should slide right in. They're usually OD green, but you can sometimes find them in black. There's probably a better cycling specific option, but that's the first thing that comes to mind.
