I also live and commute in Portland (well, close to Beaverton).  I
live in my Showers Pass Elite 2.0 from October to June.  It has
amazing vents and airflow, so I do not overheat.  Not sure I would
want to manage a cape.

I hate rainpants and never wear them, but if you are wearing street
clothes, they are probably a necessity.  My riding partner likes the
ones from Gore.
