Generally yes.

Measure the outside locknut dimension.  Measure the thickness of your
dropouts.  You will want to have a replacement axle that is the proper
length to be wide enough to maintain your outside locknut dimension
and about 1/2 to 3/4 of the thickness of the dropout on each side.

Best to begin by overhauling your hubs.  Bring your existing axle,
measurements, and cones to your local reputable bike shop.  Explain
what it is you are attempting to do and they should be able to match
you up with a replacement axle of the proper diameter and thread
pitch.  Replace your bearings in the process too.
