I don't believe he is.  I think he's talking about putting in the  
"indentation" that comes pre-made on some versions of the Honjo  
fenders.  In one article in BQ, I think Jan speaks of using the end of  
a hammer handle to pound in a flat spot.  On my Le Paon Honjo's that  
came from Velo Orange, that was already put in,

Here is the relevant bit from Jitensha's instructions for mounting  
Honjo fenders that speaks to this process:

Exactly.

In a perfect world, all you need is a leather washer.  That happens  
when the rack is made specifically to fit the frame in question.   
Otherwise, there's probably going to be excess space between the  
fender and the rack, and you've described a good way to fill that space.
