Dear Sri Pantulu,

Peculiarity of Water phenomena in this country is 'Wonder Pe Thunder', an 
exhibition of Sarkari misunderstandings spread all over the year and caught 
sleeping when the rain comes.  We become impatient which we need to be when it 
does not rain for a few days. But one day's  rain is good enough to demonstrate 
preparedness of the Govts. Each of the town/ city, without exception, get 
flooded. Rivers go over everybody's head. The Media gets its TRP rating 
improved by counting no. of dead bodies and collapsed buildings. It is the 
Mother Nature finally which help us not the Govt and their anti-flood plans. I 
am sure if better water management is done carefully with long term 
preparedness in advance, drinking water will be available for all. Desalination 
is a process that can help. But it is costly. Have you checked up what will be 
the requirement and what will be the cost. And the problems of Water Mgt will 
still be there-profits to be laundered by a Desi or
 Videshi money maker. I hope you know about the Govt proposal of People Public 
Partnership arrangements for Education, Water and Electric supplies in urban 
areas.
