Well, of course, the answer is "no," because we aren't charged an access fee
for the use of any other street in Dane County.  Actually there is a secret
quid pro quo.  The county pays us for melting the polar ice caps and giving
asthma to young kids and other vulnerable citizens; in exchange for that
service, it waives the access fee.  Unless you can think of a way to melt
the polar ice caps while bicycling, don't expect the moguls to waive the fee.
