I've been carless in the past but am not so right now. However, if you do
need a vehicle you can always rent one for a day. Of course this may not
work in emergencies (in the Netherlands, you can call a PET ambulance if
necessary!) but renting a vehicle a few days a year for planned "big loads"
- like bi-monthly bulk shopping is, to me, an intelligent way to be
personally carless, with all the personal and ecological benefits, and
still live in the 21st century. Do the math and you will see that renting
when you really need to is not that expensive compared to the annual cost
of owning, insuring, licensing and maintaining your own vehicle.

Even the Amish, who, for the most part, do not own motorized vehicles, will
use them when they have to.

If you feel you may need a vehicle more often, consider turning your
vehicle into a co-op car. http://www.cooperativeauto.net/
