I agree.  The problem is that by Government ais advancing only the land
use planning component; little is being done about the problems of too
much single occupancy vehicle (SOV) driving in Dane County.  The result
is that particulate emissions and greenhouse gases from heavy automobile
driving (and likely to get heavier) are going to increase even more in
Dane County, congestion of highways and city streets will keep getting
worse, leading to more highway construction and more difficulties for
pedestrians and bicyclists; in general, the quality of life will keep
declining as motor vehicle miles driven in Dane County keeps going up. 
Smart growth can't possibly deal with that problem in any comprehensive
manner because it mostly just effects new development, doing little about
the driving habits of people already causing the problems.
