If current union employees are hired by a non-union shop, can't they vote to unionize? Or is Copps the Wal-Mart of grocery stores?

This has me wondering, since (AFAIK) Kohl's is a union shop and Copps
is not, what will happen with representation in the stores that get
bought but remain open?
