I heard that there will be a 14-foot-wide eastbound-only lane open on that block of W. Mifflin St, specifically for this purpose.
BTW, riding on the sidewalk on that block is indeed illegal, but not because it's in a business district. No such ordinance exists in Madison. The ordinance forbids riding on the sidewalk where the building directly abuts the sidewalk. E.g., on the square, the "inner" sidewalk is legal, the "outer" sidewalk is not. Presumed reasons are available places for a bicyclist or ped on an "intercept" course to "ditch", and visibility. I'm presuming, as well, that this lane will _not_ include a counter-flow bike lane, as that would make way too much sense.
