It's state _property_, true, but don't Madison General _Ordinances_ still apply 
there? For example, the state leash law applies only to dogs, but the city's 
leash law applies to all owned animals. Would it be legal to let your cat off-
leash on the Capitol lawn? Does one, in effect, cross city limits when one 
steps on the Capitol grounds?

BTW, does this apply to all state office buildings?

I'm asking these questions in earnest. I'm a pathetic geek for this kind of 
legal minutiae.
