I followed a few links on the page Marjorie sent and discovered the following:

[ Try looking under "Wisconsin, Pedestrian and bicycle facilities", near the bottom there are a number of future grants for Madison and Dane Co.]

It seems to be offline at this moment, but earlier today I tried it and discovered that there are several grants for the East Washington reconstruction (under "Dane"), spread out from now until 2008. Some of which exceed $1,000,000. Are these grants locked in, or should I start worrying about Madison/Dane Co. not getting the funding for the East Washington Bike/Ped improvements? And if these grants fall through, is Madison going to have to do a re-re-redesign and another environmental impact study and potetially delay the whole process?

Funding for the popular Transportation Enhancements program was zeroed out in the 2004 federal budget by a House Appropriations subcommittee on Friday 7/11. The bill increases highway funding to $34.1 billion, an increase of $2.5 billion over 2003 levels, in part by entirely cutting funding for Enhancements, and severely reducing money available for new transit projects and Amtrak.
