In New York City, right turns on red are prohibited at all intersections,
except where signs are posted to permit right turns on red.  Outside of NYC,
the law on right turns is basically the same as Wisconsin's.  So New York
City and Montreal Island may be the last holdouts on this continent.

Two years ago, the New York Legislature voted to allow right turns on red in
the borough of  Staten Island; but bike and pedestrian activists apparently
persuaded the Governor to veto the law.  A New York group called
