Wisconsin State Statute 346.51(1) (e):
For the purpose of parking, mopeds and electric personal assistive mobility devices shall be considered bicycles. Where possible without impeding the flow of pedestrian traffic, a bicycle, moped, or electric personal assistive mobility device may be parked on a sidewalk. A bicycle, moped or electric personal assistive device MAY BE PARKED IN A BIKE RACK or other similar area designated for bicycle parking.
While this statute truly sucks, note that it does NOT allow mopeds to be driven on sidewalks to reach the bike racks. (Another statute specifically prohibits driving motor vehicles on sidewalks.) Unfortunately, this is apparently beyond the comprehension of many moped operators.
