Ditto Rich's post, assuming a true track stand can be done 
without a fixed gear. Standard operating procedure for me.

I find nothing in State Statutes requiring a foot on the
pavement for a legal stop.

Bill Putnam (who was nearly run over by a bicyclist yesterday
while stopped at a stop sign-apparently hand signals didn't
mean anything to the other cyclist)
