     I wonder if some of these ordinances in Verona are even valid anymore.  As I 
recall, the 1995 Bike Bill mandated that all Municipal ordinances regarding bikes had 
to be consistent with state law.  Requiring bicyclists to put one foot down when state 
law says stop "means complete cessation from movement" sounds like an inconsistency to 
me.  This assumes of ocourse that Verona has such an ordinance.
