I believe if you speak to the Exec Dir of Community Car and other folks who have been active in getting this iniative off the ground, they will tell you they are most definitely NOT targeting students. I am not certain of this, but there may be a minimum age to join simply to keep insurance costs under control.
Car sharing programs in other cities operate where other good transpoertation alternatives already exist (good biking, walking, bus, train, etc choices). They also tend to be in mixed-use, dense areas of cities - ie. where it is already fairly easy to go car-free or car-lite. These areas in Madison are obviously the older, denser, more mixed areas: downtown, near east, near west, near south. No great surprise. Most people on this list are probably good candidates for car-sharing - we have already figured out how to get around without a car. But everyone ocassionally needs help carrying a large item, dropping off household items, picking up someone at the airport, accessing areas of the city/county that are tough to get to in the rain/at night/when you are really pressed for time, taking yourself or the kids to the doctor, etc. Geez.... this is an exciting opportunity.
