As a recovering economist, I must point out that while landlords "pay" the property taxes to the city, the renters actually "bear the incidence" of the property taxes. The landlord is technically only a third party who collects the property taxes from the renters as part of the rent payment and then passes the collected property taxes on to the city (and pocketing the interest earned for the time the taxes are paid by the renter to the landlord until the landlord passes these payments through to the city). Renters are taxpayers, even if they do not directly make the tax payment to the city, county and schol district.
