I only glanced at the study cited, but a common mistake made in
interpreting (and collecting) statistics like the one above is that
incidence of crashes PER VEHICLE MILE is usually cited, so of course bike
and ped injuries/deaths seem way higher than those in cars, simply because
car drivers typically travel so much farther.  If/when you compare
injuries/deaths PER TRIP, then bicycling and walking become much safer than
travelling in a car.
