The law doesn't require peds to carry/use lights.  Bicycles, it does.  We
fight to be treated like other vehicles.  Why don't we then obey the laws
we are bound to?  Feel free to lobby to have peds required to carry lights.

And Jeff, yes I have seen people ticketed for lights, but not around here.
In Palo Alto, at STanford U.  I have heard of UW students being stopped,
but never ticketed.

Pedestrians also walk the Southwest Bike Path during the dead of night,
99% of them not carrying a light.  Ideally, they should have lights, too.
