Where can one find right-of-way information? The WI vehicle code is vague
on some things. For instance, parking lots. From parked, you must yield
right of way when re-entering a highway, which I interpret to mean street
as well. But what about a parking lot? A friend just asked, as they were
just involved in an accident where they were backing out of a spot, and hit
another vehicle. My understanding is that the parked vehicle has no
right-of-way, and that driver is always at fault in an accident, but in
this case, the person they hit actually hit them on the side., which means
the backing-out vehicle had already mainly backed out. My friend wants to
know who's at fault, or if it's split.
So, anyone know where I can find this stuff, without asking an insurance
adjuster?
