Today, a friend recounted the following story to me:
Saturday (8/14) night at 7:00pm my friend and his
companion were walking north on South Pinckney portion
of the Capitol Square headed towards State Street.
They saw an unmarked, dark brown police cruiser pull
up behind two cars waiting at the red light on N.
Pinckney (at the corner of Pinckney and W. Washington.
They watched as the cruiser drove around to the far
right of the waiting cars, and turned left in front of
them. The cruiser moved into the center of the
intersection and headed directly for the Capitol
building going aproximately 15-20 mph. The cruiser
drove up the Capitol drive way turning right onto the
walkway which surrounds the Capitol (I'm talking about
the walkway which directly abuts the Capitol
Building). Pedestrians were apparently having to
quickly run from out of the way of the cruiser which
had no emergency lights in use, nor siren, nor
standard automobile horn, nor any signal of any kind
other than the apprent reving of it's engine.
The cruiser stopped abruptly at the Southwest most
corner of the Captiol walkway, just behind a man who
was standing, leaning against his bicycle. He had
apparently been facing South but turned around when
the cruiser came up behind him.
The officer driving the car, described as white,
balding, and slightly portly, burst out of the
cruiser, and began yelling various obscenity-seasoned
guestions: "What the f*** are you doing?", "Where the
f*** are you from?", "Who the f*** do you think you
are?" My friend was supposedly able to hear every word
the officer was saying becuase he was yelling so and
that most of his scentences contained the words 'f***'
and 'a** hole' and 'mother f*****'. The man on the
bicycle appeared to be standing rather still,
responding but in a voice to quiet to hear from across
the street.
My friend proceeded towards the officer and the man to
keep an eye on the situation. He claims to not have
been the only one curious and concerned as to what was
going on as other people were approaching from up on
the Capitol walkway. The officer apparently began
screaming at everyone, tellling them to "get the f***
out of here." and demandng to know "what the f*** are
you looking at?".
The man with the bicycle was apparently told "You're
getting a ticket you stupid mother f*****." and was
given a ticket. The man's reactions were described by
my friend, who was on the Capitol lawn at this point,
as being those of someone too shocked to say or do
anything and probably a little scared. The officer
told the man on the bike to "get lost." and the man
did. The officer got back in his car and drove away
after a few moments. My friend claims to have never
seen a police officer react in such an extreme and
innaproprite way --and this is comming from someone
who has had run-ins with cops in Philly (who are
notoriously rough).
I would like to find out as much information about
this alleged incident as I can but I am not sure where
start. Any suggestion y'all have would be a tremendous
help. Thanks!
