I talked with someone from PD yesterday who could provide some information but she had very limited knowledge of the crash herself. I have been able to piece together a little bit of information however.
The area where the young woman was killed is on Milwaukee St east of the Interstate and west of Sprecher. There is a street light at the intersection of Rustic and Milwaukee St but the rest of the area is unlighted. It is much more like a rural area than an urban area as far as visibility goes.
The cyclist was attempting to cross E Washington at Union St. Union St is one block north of the North St/ Milwaukee St intersection. The driver had been outbound on E Washington, and had not turned from Milwaukee St or North St. I have not received official word but it is unlikely the cyclist had a helmet or a light.
Alcohol was not a factor, either by the drivers or victims. nor was excessive speed.
I'll share more information with you as I become aware of it.
