I believe these reports should routinely state whether cell phone was in use by the driver/murderer, along with speed and alcohol.  It is generally accepted that cell phone use by a motorist impairs their reaction time to one who is legally drunk (New England Journal of Medicine, and others).

Alcohol was not a factor, either by the drivers or victims. nor was excessive speed.
