I've not seen the Isthmus graffiti in question, but I doubt it's art. It is a slippery slope to condone vandalism. Non-permanent messages (chalk, posted paper signs, etc.) are not destructive and more effective communicators. Spray-painted ugliness is just that.
Center stripes vs. graffiti removal are two different things: the effective means to discourage graffiti is to remove it immediately so as to remove a reward for the graffiti perpetrator.
