So.... the overpass is built, but won't be finished / opened / used? How much
will it cost to keep it closed? How much will it ultimately cost to tear it
down? At this point, won't it be cheaper just to get it done with?

Announcements about decisions like this _before_ the meeting (and more than a
day or two before) would help. On a personal note, I've all but given up on
PBMVC meetings. They most often meet on a Tuesday that I have another
commitment. Last night was an exception, but having seen no notice of anything
consequential being decided upon, and having gotten used to being unable to
attend, I didn't think to research it myself. Unfortunately, much of what
drives bad things like this happening is circumstance, conspiring with an
overwhelming number of concerns/causes/actions that we're all trying to keep on
top of.

Woody Allen once said that 80% of success in life is in showing up. Believe me,
alt-trans is not the only social / political realm in which opportunities like
this are squandered because people (well, the right people) didn't show up.
