that the law regarding bicyclists says:
Riding 2 abreast is permitted on any street as long as other traffic is not
impeded.
The law says nothing about a single cyclist impeding traffic.
therefore, regardless of how you (or he) interprets "impeding traffic," the
notion is irrelevant in the situation you describe.
