Lines need to be buried along state bike/rec trails.  

ATC claims that burial must be technically and economically feasible,
otherwise they can be above ground.  I believe the precedent already set
along the SW path shows that virtually any such path would meet those
criteria, thereby requiring burial.

Personally, I am sick of these arrogant, cheap-skate, high-profit
corporations with no respect for public rights and aesthetics.
Professionally, we are restrained by laws generally written up by
corporate lobbyists.
