The City Assessor's section of the City's own web site (see
http://www.cityofmadison.com/assessor/propertyn.cfm?parceln=071006209186 )
lists Demetral Field (601 N Sixth St) as owned by the City Parks Department.
Parks is usually pretty on-the-ball about plowing and even sanding paths, as
they don't have that much else to do this time of year. But this path is, well,
off the beaten path, so it probably gets less (or later) attention than the
"busier" paths. Who, by the way, is the "snow boss"?

I would also report receiving your ticket to the "Report a Problem" page. I'll
have to study the ordinances, but there really should be some provision for
people who aren't home when it snows. Okay, I can see that it's different from
other call-driven code violations (like weeds, etc.), because of the safety
issue, but that they would ticket you, to the tune of over $100, on a "first
offense", seems over the top. I know his tenure is winding down, but have you
called Ald. Benford about this?
