"There were about 12 reported incidents in Fort Collins in 2003. It was an 
alert bicyclist which ended the spree. After being struck on the arm by a 
passing jeep, he rode directly to a pay phone, called the cops with a vehicle 
description.  The description matched all other reports and the police flooded 
the area with every available patrol. They found the jeep a couple blocks away 
with three high school boys and a bat in the back seat. They were convicted but 
only served probationary sentences as they were minors with no priors.      We 
have gotten approval for bicyclists to report aggressive behavior against 
bicyclists to our State Patrol’s aggressive driver hotline. You can read

    I think our best defensive it to report every incident. These perpetrators 
are bad drivers. They will be in crashes and get tickets sooner than later. 
When they do, having a series of citizen reports against them will give the 
District Attorney the justification to pursue strong penalties permitted in 
traffic law."
