But we have also contacted the Madison School Board, the
administration,
principals, and other city alders about the need for a larger Safe
Routes to School program. Unfortunately, the school district just
doesn't see it as a priority when they have so many other issues. But
they definitely are starting to wake up to the fact that city
actions -
specifically developments and traffic engineering, as well as police
attention to traffic concerns - affect their schools and the safety of
their staff and students. There is interest in working together,
but no
one wants to spend any money or time, because both are in short
supply.
I am asking for some rather small items in the 2008 city budget.
One of
them is that I would like to see the school walk route maps updated.
This is important, because they are the base information for where
kids
are supposed to be walking; where we have to concentrate safety
efforts;
and the maps can point out areas where there are problems. But right
now, they can only be read by a traffic engineer, and I'm not sure
they
can really understand them.
The Council is considering the 2008 budget in November, but the
Mayor is
putting together his version now. I would suggest writing other
alders,
as well as the Mayor, to say that Safe Routes to School should be
included. Contact the school board, Superintendent Rainwater, your
kids
teachers and principals, and any local community groups and start
agitating. There are people out there trying to fix these programs,
but
we need everyone's voice to lend support so we can get funding.

Maybe schools should establish drop off zones that are at least one
block from the school with adult supervision along the walk from
zone to
school (with umbrellas when it's raining).
Maybe bikies at each school should establish "bike-bus" routes where
adult leaders bike with a pack of kids (establish routes and start
times
for those who sign up. Give prizes - waterbottles, gloves, jersies,
etc.
to kids who participate x% during the semester (use a punch ticket
attached to the bike))
When possible my child and I take the bus to my work and then she
rides
on (about 1.5 miles) to school. She rides back to my work after and we
ride home together. She's been riding her bike to school since she was
about 6 months old (ok I was riding the bike, but she was in the bike
seat). This morning I talked to a young man who was taking the city
bus
to high school (a closer one than ours). This year, the school bus co.
decided he lives too close (probably about 1.2 miles) to take the
school
bus to school so he has to ride the city bus or get a ride from his
parent. "Why don't you ride your bike?" I asked. I dont' think he'd
ever
thought of it but think I can convert him.

Several years ago, a village board member in Shorewood Hills
complained
to me about the traffic problems around the school. Parents were
blocking other people getting out of their driveways; creating safety
hazards for pedestrians; arguing with each other; and generally
making a
mess of the school area. I suggested that they institute a no-drop-off
area and then designate an area where parents could park for 15
minutes
and walk with their kids. There is a small strip mall about 1/4 mile
from the school. I though that would be a good place. He assured me
that
no one would do it, and questioned what kids and parents would do in
winter.
Winter? Do I have to go into stories about walking to school in winter
when I was a kid?
I should also point out that not one kid who attends the Shorewood
Hills
Elementary School lives more than 1.5 miles from the school, so there
are no buses!

Many things bother me about this incident, but the attitudes being
expressed in comments on line, that the walker was at fault the driver
could not have helped what happened bother me most. =20

Traffic Engineering, Health, Police, Safe Community Coalition, the
