Bollards are available with lights, and an intermittent red flashing LED
uses very little electricity.  Nearly all access points where they would
be needed to block mv access are open to the sun much of the day.  A PV
solar system should be easy to install in a location that keep the
batteries charged. 

UW should be lighting up all their bollards at the Kohl Center with a
big PV array on the roof.

Back-up reflectors would warn all cyclists of their presence at night,
and for those who habitually pedal around as unlit hazards to themselves
and everyone else, the presence of posts may provide an incentive to
light up.

Re: Bollards and posts are used in some cities to keep cars off
multi-use, non-motorized paths. The problem is that these then become a
danger to bicyclists, especially at night. With the amount of traffic
that the SW Path gets, we don't want permanent obstacles to restrict
smooth access.
