Indeed, one could deduce that public participation is not really
welcome.  However, the 'pscglobal" handle on the announcement file
indicates that perhaps it was PSC who delayed the announcement.

One comment might be to advocate for dropping the vehicle registration
fee increase in the recent budget to fund DOT projects, and instead
increase the motor fuels tax.  What the legislature and governor did in
this new budget provides no incentive to reduce vehicle use and CO2
emissions, while a fuel tax increase does provide at least some small
incentive.  With a registration fee increase, those vehicle owners who
keep their driving to a  minimum are once again subsidizing those who do
not conserve energy.
