A large chunk ($4,357,100 / $10,222,700) of the bicycle funding that the
Governor Vetoed last week came via the Federal CMAQ (Congestion
Management and Air Quality) program.  Nobody I talked to at the Bike Fed
seemed to know where this money is currently being spent.  Well, if the
2000 appropriations are any indication, it is being spent on things like
equipment and education, Ped/Bike projects, shared ride programs,
traffic flow "improvements", and transit, all of which are intended to
improve the air quality in the eastern part of the State.

If the BFW intends to be less confrontational, I hope it considers the
political ramifications of forcing a good deal of the CMAQ funding to go
to bicyling across the state instead of potentially more effective air
quality improvement measures where they are needed.  One of the things
you need for great bicycling in eastern wisconsin is breathable air.
