I came across an interesting video at:
http://www.streetsblog.org/2007/11/12/in-amsterdam-cyclists-always-get-the-green-light/

On some streets in Denmark and the Netherlands, the traffic lights are
timed at an easy pace for bikers (about 18 km/h, apparently), and little
green lights along the curb indicate the speed that will allow bikers to
travel without stopping.

We probably won't see "green wave" lights in Madison, but I think it might
be worthwhile to time the signals on some streets for bikes' convenience.

For example-- how are the signals timed on State Street and the Capitol
Square? When I ride on those streets, I usually hit a red light at every
corner.  Through traffic is prohibited or discouraged on those streets;
why not set the signals to favor bikes? That would be the platinum thing
to do, I think.
