We probably won't see "green wave" lights in Madison, but I think it might
be worthwhile to time the signals on some streets for bikes' convenience.
In 1980, a friend showed me the following trick so that you can fly through the light at the bottom of King St hill, and, amazingly enough, it still works.

Take the outer loop around the Capitol. At King Street (Great Dane Pub), wait until the light turns green. (i.e., Don't turn right on red.) Then turn right and tuck --- you'll enter the intersection at Wilson just after the light turns green for you. (Obviously, you have to make sure any cars from the other streets are obeying their signals.)
