The city budget is not complete, and will not be complete until Thursday night. Money is currently in the budget as Dar notes below. As far as I know, there is no amendment to remove that funding, but you never know what some people might come up with.
There is also a small amount of money for a program to install bike racks in businesses districts on request. This type of program is common in larger cities, but Madison has never had a consistent program of this sort. In larger cities, the program is usually funded with money to work on better air quality and congestion relief. Dane County, so far, does not receive CMAQ money (congestion mitigation and air quality), although I suspect it won't be too long.
