Found this little gem on the Internet.  Thought some might want to take a look 
(even though it is pretty much "water of the dam").

The budget raises automobile registration fees by $20.00, from $55.00 to $75.00 
and increases the cost of obtaining or renewing a drivers license or 
identification card by $10.00.  (All take effect on January 1, 2008.)

The road building advocates like to call these increases "user fees", but the 
increases in the annual vehicle license and drivers license fees aren't users 
fees at all.  The reason is that these increases are not based on how many 
miles someone drives (uses) the highways.  

Now, had the Legislature decided to raise the motor fuel tax (on gasoline and 
diesel fuel), that would have been more of a user fee. 

However, those amounts are currently way too low to reflect the costs of air 
pollution, noise, global warming, etc..) from driving anyway, so they really 
shouldn't be called "user fees" either.

The increases that go into effect January 1 for drivers license/identification 
card holders (everyone) and vehicle licenses will hurt poor and moderate income 
families the most, even if they make a conscious effort to limit their number 
of miles driven or don't drive at all.  It is a regressive tax that does 
nothing to discourage people who already own a motor vehicle from driving.
