The eastbound bike lane and a westbound motor vehicle travel lane are
only closed temporarily, hopefully just a day or two, while they
reconfigure things.  The median between the eastbound bike lane and
westbound travel lane is being removed.  From the south curb, there will
be a 6 foot pedestrian area, a fence, an 8 foot eastbound bike lane, a
concrete barrier, then the westbound travel lanes.

What is the plan for bikes and peds during the construction of the
Institutes for Discovery (between University and Johnson, Randall and
Orchard)? 

Starting at 10 this morning, they have been ripping out the bike lane.  
There's no bike detour --- only one of the dreaded "Bike Lane Closed"
signs.
