I posted something 5 years ago, but it may be worth repeating:
I find that goggles are essential when it's below about 20 F. They make cold-weather cycling much more pleasant. I found some clear ones at a motorcycle shop which were large enough to fit over glasses. I had to improve the ventilation by punching a row of holes along the top of the lens and removing some of the foam from the sides and bottom. The glasses only fog up under particularly bad conditions. Those who don't wear glasses won't have as much trouble with fogging.
The motorcycle goggles were the only ones I have found with clear lenses which would fit over glasses. Just hold your nose, and go to Engelhart (or some other place where they sell toys with infernal combustion engines). I used a sheet-metal punch to punch the holes in the top of the lens. I used 5/16" diameter holes spaced 1/2" center to center, at row of 13 across the top of the lens. If you don't have access to one, a shoe repair shop may be able to punch them with a leather punch. I would carefully mark the location of each hole first.
If you can't find any other way to punch the holes, mark them and I'll punch them for you.
