I would expect the czars at City Traffic Engineering would be opposed to those 
because of the possibility of false actuations, as noted in the conclusion.  If

2001 by the FHWA, and they determined that such devices can increase
safety and reduce inter-modal conflicts:

But why try to solve this problem at all: Isn't there any way to
automatically detect the fact that someone is waiting to cross?  Using
automatic detection would be one way to help put pedestrians back on par
with motor vehicles.
