I have nothing against studded tires, but they don't make them for my wheels, and I've been reasonably safe -- even this winter -- riding slowly and carefully, and walking through the worst stretches.

But anyway, I think it's reasonable to ask the city to put down some sand on stretches of bare ice -- if not for the bikes, then at least for pedestrians and runners, who mostly don't have the option of studded shoes.
