I'm jumping in on this without having read the discussion except Robin's
comment.
I've never really understood the benefit of bicycle boulevards except in
situations where there is extreme infrastructure problems and a retrofit is
needed.
On the Madison isthmus, we have a grid network with mostly residential streets.
We do not need a bike boulevard in my opinion. We need a street network that
is safe for all users. That way, Robin can make it safely to his record store
whether or not there is a bike boulevard.
As for limited stops for bikes on bike boulevards...we have those on the
isthmus already, they are called bus routes...witness Jenifer Street.
There are situations that warrant bike boulevards (I'd love to see one put in
South Bend, Indiana...where there is no grid network and it is impossible to
get across town east-west in any kind of safe direct manner)...but I really
don't think we need them on the isthmus. Spend the money and political capital
elsewhere.
