Potholes always has been, and still is, one of the specific service
types listed on the city's Report a Problem webpage.  Whether you enter
the system through the Report a Problem webpage of the Pothole Patrol
webpage, you go to the same report form.  The Pothole Patrol page
provides additional educational materials on potholes.  There is also a
link to the Report a Problem page on the Pothole Patrol page.  The city
is being careful not to duplicate or dilute its efforts at making it
easy for citizens to report problems.

To me this takes the power away from the one-stop-shop of "Report a
Problem"...but in any case, the city has a new pothole reporting site.
